Blake G. Konczal

 

Mr. Konczal bega Chief Executive Officer of the Fresno Area Workforce Investment Corporation in his duties as and Director of the Fresno County Workforce Investment Board in May of 2002. The Workforce Investment Board serves businesses and residents throughout Fresno County with a Fiscal Year 2004-2005 budget of $31 million. Among his notable achievements is the design and implementation of a Governor’s Discretionary grant to assist workers who have been adversely impacted by a large-scale land retirement on the West Side of Fresno County. This grant is noteworthy in that it was the first of its kind to deal with mass lay-offs in a non-industrial setting.

Prior to this, he served as Director of the Silicon Valley Workforce Investment Board, an eight-city consortium headed by the City of San Jose. In the City of San Jose, he implemented the creation of the Workforce Investment Act program from its onset in 2000. Prior to Mr. Konczal’s arrival, the City of San Jose had no direct program experience as its workforce programs were operated under the auspices of Santa Clara County.

Mr. Konczal also served as Head of the Special Projects unit for the South Bay Private Industry Council in Los Angeles County. He holds a Bachelor of Arts in Political Science and History from UCLA, a Master of Arts in Political Science from Cal State Fullerton, and a Juris Doctorate from Loyola Law School in Los Angeles.
